When a building is under construction, according to the urban regulations, one or several uses are allowed, for instance: housing, commercial, industrial or administrative. However, as time goes on, it could happen that the owner of the building was interested in changing its uses to different ones, which had not been provided. In this sort of cases, and before the town council, a Change of Use File is needed in order to allow the new use in the building, according to the legal conditions.
In urban or highly densified areas, the Change of Use File is usually employed to change commercial spaces or offices into dwellings. So as to reach this goal, the resulting entity has to fulfil with all the requirements related to the new use and, apart from this, it must be included in the established ratio of dwellings per hectare. This procedure is done through a Major Works File and previous studies are needed in order to analyse the viability of the operation.
